When I chose the original fic, it set off a recurring line - they were beautiful, and they bit. The first time we see Hoggle, he's earthy and a bit cruel - which can be a matter of practicality. Spraying the fairies, who are lovely little pests.
That evolved over time into the girls he's seen, probably also a recurring event. I wanted to tie in the ordinariness of buying supplies/labor, and the market scene coincided with a re-read of Rossetti's "Goblin Market" - an 'aha' moment. The image of wasted figures drifting among the bountiful orchards and gardens, while Hoggle acknowledges what he can't affect and goes on with his own life, is my favorite in the fic. If I'd had more ambition, I might have added in a scene crossing with Sandman's Destiny/labyrinth.
Showing Hoggle in his competent functionality as a caretaker, and delving into his past grew somewhat from Jareth's line "Don't tell me you're losing your head over a girl." Hoggle is old, complacent, fond of trinkets, level-headed, wisely scared of his mercurial boss, and kind deep inside. He was young once, and there may well have been a girl he lost his head over.
